Primarily responsible for securing 221(d)(4) financing for Sun Prairie and Burnsville View, a 114 unit senior townhouse rental project in Burnsville, Mn. Project development and owner construction review of Lake Mary Apartments, a 124 unit multifamily project in Flagstaff, Az.
As Owner/Developer:
Acquired, owned, operated and later sold Rosemont Court Apartments, a 42 unit multifamily property in Gladstone, Mo.
Acquired, owned, operated and later sold North Park Place Apartments, a 120 unit multifamily property in North Kansas City, Mo.
The Village at Palm Coast, Fl: Acquired 134 acres of land, designed a mixed residential usage plan of estate homes, townhouses and multifamily units. Secured a Planned Unit Development district and associated development agreement. Designed single family units, multifamily units and club facilities. Contracted with Architects, Engineers, General Contractor and sub-contractors and managed the process of completing the scope of work for each. Established a marketing team and sold out the estate homes. The balance of the Project was sold to Centex Destination Properties.
Verdier Plantation, Bluffton, South Carolina: Acquired 125 acres of land, established a mixed usage site plan of club facilities, retail & office space, manor homes, townhouses and multifamily. Secured Planned Unit Development district, Development Agreement, entitlements and permits with the City of Bluffton. Designed single family units, multifamily units, retail/commercial buildings and club facilities. Contracted with Architects, Engineers, General Contractor and sub-contractors and managed the process of completing the scope of work for each. Established a marketing team for the sale of manor homes and townhouses. Completed a Representation Agreement with a commercial real estate firm to lease retail space. Market forces and the lack of financing in 2007 caused the Project to be surrendered to the lender.
Village Tower, South Daytona, Florida: Acquired 13 acres of land, featuring 575 lineal feet of water-frontage on the Atlantic Intra-coastal waterway. Secured zoning for a Site Plan of 492 residential high-rise condo units and the associated PUD providing for related Village services and usages such as; Club House, Spa, Executive Business Suites and Resident oriented retail usage. Secured State Wetlands Permits and Corp. of Engineers Wetlands Impact Permit as well as hard forward financing commitments from MMA Financial. Market forces and the lack of financing in 2007 caused the Project to be surrendered to the lender.
Meadow Ridge Apartments, Cedar Falls, Ia: Purchased 20 acres of property in the City of Cedar Falls, Iowa. Secured the requisite zoning, entitlements and development agreement from the City for 240 units of garden-style apartments. The Project to feature an amenities package of walking trails, clubhouse and pool. The garden-style apartments were to feature underground heated parking, assigned secured storage and an upgraded interior finish. Garden-style units of one and two bedrooms were designed; with the one bedroom units being 850 square feet of living space and two lay-outs for the two bedroom units, one containing 950 square feet of living space and the other containing 1,050 square feet of living space. The Project plan provided for a clubhouse and pool. In 2010 sold out my interest to a local group.
Raymore Senior Apartments, Raymore, Mo.: On the 28th of March, 2014 purchased 11 acres in the City of Raymore, Missouri as a location for market rate senior apartments. Fully planned and secured approvals for the Project. The planned Project was a Class A market rate age restricted (62 & over) multifamily development composed of 156 one and two bedroom units in a three story slab-on-grade configuration featuring with secured buildings, elevators, a clubhouse with a media center and fully appointed exercise studio, a resort style zero-entry salt water pool and associated amenities. Sold my interest to the remainder of the ownership group in November of 2015.

Withers Farm Senior Apartments: The Company owns the 16 acre site and has full rights of entitlement, authorities and permits and has commenced the construction of the planned product for the Site. The approved plan calls for 190 units of age restricted multifamily creating a long term truly independent living option for the active Baby boomer. The Project is currently under construction with delivery of Clubhouse and first apartment building to occur late February, 2024. The apartments are restricted to residents with a head-of-household of age 55 and older. The Project features one and two bedroom units with approximately 60% being of the two bedroom variety. The Project will be a Class A market rate property. The buildings will be 4 and 5 story center hall, with elevators and will be operated as limited access facilities. The apartments feature upgraded interior finishes including stainless steel appliances, natural solid surface counter-tops, kitchen cabinets designed for the chef, and in unit, full sized, top loading, washers and dryers. The Clubhouse design includes exercise facilities, cardroom, media room, reception room and warming kitchen. The Clubhouse will be operated as a Community Center with social events, card groups, continuing education classes, fitness classes and video entertainment. The pool area will include a hot tub and cabana. The site will also feature walking paths and bocce ball court.
Veterans Park Senior Village: The Products: The Project encompasses a mix of units of multifamily and age restricted attached villas with the purpose of creating a long term truly independent living option for the active Baby boomer. The 228 units of multifamily feature one and two bedroom units with approximately 60% being of the two bedroom variety. The buildings are 4 and 5 story center hall, secure structures, with elevators and will be operated as limited access facilities. The apartments feature upgraded interior finishes including stainless steel appliances, natural solid surface counter-tops, kitchen cabinets designed for the chef, and in-unit, full-sized, top-loading, washers and dryers. The 60 Villas will be 1,553 sq.ft. of living space, two bedrooms and two baths, will be on an unfinished basement and will include an attached two car garage. The villas will also feature upgraded interior finishes including stainless steel appliances, natural solid surface counter-tops, kitchen cabinets designed for the chef, laundry rooms and rear patio area. The Clubhouse includes exercise facilities, cardroom, media room, reception room and warming kitchen. The Clubhouse is being operated as a Community Center with social events, card groups, continuing education classes, fitness classes and video entertainment. The pool area includes a cabana and grilling area. The site also features walking paths.
The property will be professionally managed by the award winning firm of Weigand-Omega. The rents on the apartment units will be market rate and will not be subsidized in any way. The villas will be a “for sale” product. The Project will not be a care facility or institutionalized living. The residents will live independently with Weigand-Omega providing property management geared to creating a strong community/resort lifestyle.
The Property: The site is situated immediately adjacent and to the East of Pflumm Road and running from Veterans Park on the north and 62nd Street on the south in the city of Shawnee, County of Johnson, State of Kansas. The site being an irregularly shaped piece of approximately twenty eight and a half (28.5) develop-able acres more or less (hereinafter “Property”). The Property is gently undulating, sloping from the east to the west and includes a creek fed pond that is situated on the Property with the area immediately surrounding the pond being wooded. The area centers on the Shawnee Community Center, public library and pool. The Property is just north of a wide variety of residential, sports venues, schools, commercial and retail properties surrounding Shawnee Mission Parkway, the area’s major throughway.
Lone Elm Senior Apartments: The Company owns the 9-acre site and has full rights of entitlement, authorities and permits and will be commencing the construction of the planned product for the Site in September, 2024. The approved plan calls for 183 units of age restricted multifamily creating a long term truly independent living option for the active Baby boomer. The apartments are restricted to residents with a head-of-household of age 55 and older. The Project features one and two bedroom units with approximately 60% being of the two bedroom variety. The Project will be a Class A market rate property. The buildings will be 3 story center hall, with elevators and will be operated as limited access facilities. The apartments feature upgraded interior finishes including stainless steel appliances, natural solid surface counter-tops, kitchen cabinets designed for the chef, and in unit, full sized, top loading, washers and dryers. The Clubhouse has been designed to be incorporated within the larger of the two apartment buildings and includes exercise facilities, cardroom, media room, reception room and warming kitchen.
The Clubhouse will be operated as a Community Center with social events, card groups, continuing education classes, fitness classes and video entertainment. The pool area will include a hot tub and cabana.

Section 42- Multifamily:
As Legal Counsel: Served as legal counsel to Voorhees Development regarding Section 42 applications in Iowa, Minnesota and Illinois. Site approvals and entitlements for individual Projects. Documentation and fulfillment of Tax Credit purchaser requirements and support for syndications.
As employee of Developer: Served on staff of Voorhees Development and Prairie Homes in association with senior affordable housing projects. Primarily responsible for securing Planning Commission, staff and Counsel approvals for all Projects in development.
As Consultant: President of National Affordable Housing Foundation owner of 3,000 affordable multifamily units. 2010 and 2011 directed filings for a Joint Venture by and between Midwest Development, National Consulting Alliance for Rural Tax Credits. Responsible for applications for private and government financing including Low Income Housing Tax Credit, HOME Loans, Enterprise Zone Credits, Government grants, Property Tax abatements and/or exemptions, as well as permanent and construction financing. Oversaw 9 rural preservation properties which had a total of 276 units which Foundation owned.
Assisted Living:
As Consultant: In conjunction with United Resources, Midwest Development, National Consulting Alliance and National Affordable Housing Foundation. Selected sites in Grimes, LeClaire and Cedar Falls Iowa, secured all approvals, entitlements, zoning. Responsible for product design and development with Dungan Design Group (the architects) and Schlagel & Associates (Civil Engineers and Landscape Architects). Final plan- 84 unit, two story design. Secured credits for Cedar Falls Project and the owners sold the Project to Aslan Development of Louisville, KY. Credits were not allocated for LeClaire or Grimes, with the groups intention to re-file during the following year following the end of my Consulting Agreement. Consulted and advised United Resources regarding all Assisted Living facilities in Illinois, Missouri and Oklahoma.

BIOGRAPHY
Following graduation from law school in May, 2016, I became Chief of Staff at Bluejay Properties. As Chief of Staff, I have direct oversight over all Bluejay Properties employees. In addition, my duties include preparing and reviewing all internal company legal documents that we may be required to produce or execute, meeting directly with project General Contractors, municipal leaders, as well as, current and potential investors.
I also provide direct assistance with regard to the land transaction and zoning process for all development projects. I have also had direct involvement with providing necessary documents to secure project financing with partner banks and/or institutional equity partners.
In my time with the company, I have had direct involvement in the acquisition, re-zoning/entitlement process and financing/construction process of the likes of the Bonavia at Veterans Park, the Bonavia at Withers Farm, Lone Elm Senior Apartments and Siena Heights Senior Apartments.

Wylie Saulsbury - Member
Wylie is a highly skilled professional Owner/Developer Agent with over 20 years of experience in management of Commercial, Multi-Family and Senior-living construction. Wylie successfully started, owned and operated a manufactured stone veneer and stucco business for 20 years and was sold to a national firm. Additional experience includes general principals in all facets of construction, teaching certified AIA courses, and working with city government for land acquisition, permitting, zoning and special use permitting. Wylie’s experience is now utilized in helping Owners and Developers oversee their construction projects. This allows the Owner/Developer to have a seasoned professional looking out for their best interest so they can concentrate on and develop their next project.

Finance:
I have arranged tax-exempt multifamily bond financing for Hickok-Dible Companies in conjunction with the cities of Merriam, Shawnee, and Topeka, Kansas. I obtained zoning, inducements, acted as liaison between bond counsel and developer, and arranged for private placements of these issues, which totaled $23.7 million. I arranged debt and equity structures for our three Section-42 garden apartment complexes. We have in recent years financed several deals via conduit type structures but have done FNMA deals before as well.
Building:
As a member of the Greater Kansas City Homebuilders Association, I acted early in my career as general contractor for both speculative and custom single family homes, ranging in price from $100,000 to $550,000. I handled construction scheduling for Pinegate Apartments (participated in construction progress reporting for the lender, and created computer models for drawsheet preparation). In the early 1990’s we completed 150 units of tax-credit financed fourplexes in Blue Springs, Missouri, and 96 garden-style apartments in Tulsa in mid 1996. We completed 144 luxury Townhomes in Olathe, Kansas in 2003, and sold them in 2004. We recently finished construction of a similar product in Shawnee, Kansas, 102 units comprising approximately 103,000 square feet. I have a modest amount of experience with office rehab as well. We have developed numerous single-family subdivisions in Kansas City, including Leawood South, Pinehurst Estates, Mission Pines, and Pembroke Court.
Management:
I am currently President of Hickok-Dible Companies, Kansas City's oldest and most prolific (7000+ homes built since 1904) homebuilder. While we still develop single family housing in the Kansas City area, our recent focus has been on building and acquiring multifamily projects. While we have built and sold a dozen complexes throughout the Midwest, current ownership and management consists of the following, appraised at approximately 140 million in aggregate:
· Pinegate West Apartments, Shawnee, Kansas: Built new in 1987, 286 units; originally municipal bond financed, now under a FNMA loan.
· Terrace on Walnut Kansas City, Missouri: 1031 Acquisition (2022); 38 apartments, 1 commercial unit FNMC financed.
· 1914 Main, Kansas City, Missouri: Acquired 1031 with the above project in 2022. 44 apartments, 1 commercial unit.
· The Mansions at Canyon Creek, Lenexa, Kansas: 214 luxury garden-style apartments acquired through bank foreclosure then completed in 2103.
Design:
I designed and built the 1980 Greater Kansas City Homebuilder's Association "Pick of Parade" home for energy conservation and solar design. I participated in designing Pinegate Apartments (1984), a 222-unit complex in Merriam, Kansas, featured in the September 1986 issue of Professional Builder Magazine. I take a very active role in the design of all garden apartment complexes to assure a form/function balance and because my company most often acts as general contractor. I also have acquired, zoned, platted, and constructed 12 of the single-family subdivisions in the company’s history.
Personal:
I am 66 years old and married with have two children - Anna Revare Hickok and James Butler Hickok (the real name of his ancestor, Wild Bill). For 12 years I taught business to 12-year-olds at schools in my area as a part of the "Project Business" program of Junior Achievement. I own the west branch of the Outdoor Education Laboratory (a children’s day camp) and am a federally licensed falconer, which is why my golf handicap is increasing on a daily basis. I appeared on “The Late Show with David Letterman” on May 14, 2008 with “Jungle Jack” Hanna and my peregrine falcon Zero.
